the civil aviation branch of department of defence established on 28 march 1921, after parliament passed air navigation act 1920 in december 1920. organisation reformed separate government department, department of civil aviation (dca), on 14 november 1938 after enquiry crash of dc-2 aircraft kyeemah in 1938. arthur corbett appointed director-general of civil aviation in april 1939, serving until retirement in august 1944. june 1946 december 1955 director-general richard williams, formerly raaf chief of air staff. donald anderson held position of director-general january 1956 until september 1973.
on 30 november 1973 dca merged department of shipping , transport , became department of transport, air transport group. group again reformed own department on 7 may 1982, department of aviation (doa). merger took place on 24 july 1987 when doa absorbed department of transport , communications. on 1 july 1988 civil aviation authority (caa) formed control aviation safety regulation , provide air traffic services.

the caa split 2 separate government organisations in july 1995: airservices australia , civil aviation safety authority (casa). airservices australia took responsibility airspace management, aeronautical information, communications, radio navigation aids, airport rescue fire fighting services, , aviation search , rescue, while casa assumed control of safety regulations, licensing of pilots , aviation engineers, , certification of aircraft , operators. role of aviation search , rescue transferred airservices australia australian maritime safety authority in 1997.
