the act establishes 3 classes of games different regulatory scheme each:
class i
class gaming defined (1) traditional indian gaming, may part of tribal ceremonies , celebrations, , (2) social gaming minimal prizes. regulatory authority on class gaming vested exclusively in tribal governments , not subject igra s requirements.
class ii
class ii gaming defined game of chance commonly known bingo (whether or not electronic, computer, or other technological aids used in connection therewith) and, if played in same location bingo, pull tabs, punch board, tip jars, instant bingo, , other games similar bingo. class ii gaming includes non-banked card games, is, games played exclusively against other players rather against house or player acting bank. act excludes slot machines or electronic facsimiles of game of chance definition of class ii games.

before tribe may lawfully conduct class iii gaming, following conditions must met:
the particular form of class iii gaming tribe wants conduct must permitted in state in tribe located.
the tribe , state must have negotiated compact has been approved secretary of interior, or secretary must have approved regulatory procedures.
the tribe must have adopted tribal gaming ordinance has been approved chairman of commission.
