during texas revolution, parmer served delegate district of teneha consultation of 1835 @ san felipe. while serving delegate consultation (texas), parmer placed henry smith s name nomination governor of texas. henry smith (texas governor) elected governor of texas consultation becoming first american-born governor of mexican territory of texas. later, @ consultation, parmer elected member of general council of texas.

parmer s activities during texas revolution did not end services @ convention. on march 16, 1836, convention neared conclusion, delegate thomas jefferson rusk, newly appointed secretary of war, wishing alleviate shortage of supplies within texas army, proposed following resolution giving martin parmer rather extraordinary powers:
mr. rusk introduced following resolution. - resolved: col. martin parmer be, , hereby authorized demand, receive, , dispose of exigencies of circumstances may require , public property, whether money, provisions, horses, waggons, , teams, arms , other munitions of war found within municipalities of nacogdoches, or of san augustine, giving corresponding receipts, , also: authorized within said municipalities make requisitions for, horses waggons , teams, arms , other munitions of war not property of public, may needful efficient equipment , sustenance of army, or portion thereof, rendering proper vouchers individuals , being accountable government may in pursuance of constitution. - adopted.
