ssh 1j, predecessor sr 513, added state highway system in 1937 , traveled 13.40 miles (21.57 km) within city of seattle on streets have existed since 19th century. madison street, carries ssh 1j southern terminus @ u.s. route 99 in downtown capitol hill built in 1864 local judge john j. mcgilvra connect homestead @ madison park downtown. other streets carrying ssh 1j, including 23rd , 24th avenues towards montlake, montlake boulevard through university district, , sand point way towards sand point built during 1890s city of seattle expanded. rest of ssh 1j, traveling northwest naval station puget sound @ sand point through lake city us 99 on border between seattle , shoreline via roosevelt way , 145th street constructed late 1900s serve university of washington campus, site of alaska–yukon–pacific exposition in 1909.


ssh 1j replaced sr 513 during 1964 state highway renumbering , codified in 1970 on original route, connecting downtown seattle montlake , lake city. in 1971, sr 513 shortened 9.22 miles (14.84 km) moving southern terminus interchange sr 520 in montlake , northern terminus interchange i-5 @ 145th street. highway further shortened, present length of 3.35 miles (5.39 km), in 1991 moving northern terminus i-5 magnuson park @ site of former naval station puget sound.
