the first semblance of local government came shortly after settlement began. considered part of virginia. in 1779, pioneering founders elected 5 men trustees . in 1780 town formerly chartered , virginia legislature provided local government 9 legislature-appointed trustees. when kentucky became state in 1792, kentucky legislature took on appointments.


trustees did not have live in louisville until 1795 law change. in 1797 citizens given home rule , privilege of electing trustees. important decisions made @ state level, , trustees administrators rather legislators.


when louisville incorporated kentucky s first city in 1828, gained greater autonomy. ten-member common council founded, headed mayor. in 1851 city given new charter, keeping common council lower house board of aldermen, upper house of city s legislative power. in 1929 larger less prestigious common council eliminated. legislative system continued until city-county merger.


the 26-seat louisville metro council formally established in january 2003 upon merger of former city of louisville jefferson county. replaced both city s board of aldermen , county s fiscal court (three county commissioners).
