charlton ran ontario legislature in provincial election of 1975, lost progressive conservative john smith 1,667 votes in hamilton mountain. ran again in 1977 provincial election, , defeated smith 373 votes.

in 1979, charlton sponsored private member s bill have given domestic workers same protection regular workers including minimum wage of $3. @ time domestic workers excluded form such protections human rights, worker s compensation , minimum pay. governing tories killed bill saying many people not afford pay these workers such high wage. in 1980, proposed affirmative action bill have promoted equal pay women , other job protections. bill blocked tories.

he re-elected on progressive conservative duncan beattie in 1981 provincial election 197 votes. appointed party s environment critic. in 1982, charlton proposed bill called safe drinking water act have protected water sources human consumption. bill never passed forerunner legislation passed twenty years later in response walkerton inquiry. charlton supported bob rae provincial ndp leadership in 1982.

he re-elected greater margin in 1985 provincial election, , defeated liberal jane milanetti 1,632 votes in 1987 election. after election appointed party s energy critic.

in government

the ndp won majority government in 1990 provincial election, , charlton re-elected landslide. after election named parliamentary assistant minister of energy, jenny carter.

he appointed cabinet on march 18, 1991, minister of financial institutions. named minister responsible auto insurance. named acting minister of energy on february 14, 1992, being appointed full portfolio on september 23 of same year. following cabinet shuffle on february 3, 1993, named chair of management board of cabinet government house leader.

after campaigning on platform of publicly funded automobile insurance, new democrats backtracked due recession in 1990s. charlton took on management of issue in 1991 , handled through passing of bill 164 in july 1993. bill increased benefits accident victims under new no-fault system.

as chair of management board, charlton faced broad range of issues concerned public. however, 1 issue in particular raised few eyebrows. in 1993 government published job advertisement management board director. ad read competition limited to, ...aboriginal peoples, francophones, persons disabilities, racial minorities , women. many read mean white males excluded , broad-minded government policy. charlton said, of backlash in fact impression government jobs going handled in way, wasn t correct. government pulled ad after ensuing controversy.

in february 1995, charlton suffered heart attack , hospitalized returned work 3 weeks later. ran in june 1995 provincial election finished third behind liberal marie bountrogianni , winner, progressive conservative trevor pettit.
