un agencies have begun take note. on 1 february 2013, juan e mendés, un special rapporteur on torture , other cruel, inhuman or degrading treatment or punishment, issued statement condemning non-consensual surgical intervention on intersex people. report stated, children born atypical sex characteristics subject irreversible sex assignment, involuntary sterilization, involuntary genital normalizing surgery, performed without informed consent, or of parents, in attempt fix sex , leaving them permanent, irreversible infertility , causing severe mental suffering . in may 2014, world health organization issued joint statement on eliminating forced, coercive , otherwise involuntary sterilization, interagency statement ohchr, un women, unaids, undp, unfpa , unicef. report references involuntary surgical sex-normalising or other procedures on intersex persons . questions medical necessity of such treatments, patients ability consent, , weak evidence base. report recommends range of guiding principles prevent compulsory sterilization in medical treatment, including ensuring patient autonomy in decision-making, ensuring non-discrimination, accountability , access remedies.
