the international joint commission granted approval cross-border construction project in 1952. in 1953, federal power commission issued license nypa develop u.s. portion of power dam crossing canada–us border. on may 13, 1954, president dwight d. eisenhower signed legislation cleared way construction of both hydroelectric facility , st. lawrence seaway. first power achieved in july 1958, , on june 27, 1959, queen elizabeth ii , vice president richard m. nixon formally dedicated st. lawrence project symbol of international cooperation. in 1981, nypa’s half of cross-border power dam renamed st. lawrence-franklin d. roosevelt power project in honor of man founded power authority half century earlier.

in 1956, rock slide destroyed of niagara mohawk power corp.’s schoellkopf hydropower plant, resulting in power shortage endangered thousands of local manufacturing jobs. in response emergency, congress passed niagara redevelopment act in 1957. after obtaining license federal power commission, robert moses commenced work on nypa’s second hydroelectric generating station in 1958. when completed, 3 years later, niagara power project largest facility of kind in western world. in recorded message broadcast february 10, 1961, mark first power, president john f. kennedy called niagara project “an outstanding engineering achievement” , “example world of north american efficiency , determination.”

legislation signed governor nelson a. rockefeller in 1968 allowed nypa expand generation assets , build nuclear , pumped storage power projects. led construction of blenheim-gilboa pumped storage power project, produced electricity first time in july 1973, , james a. fitzpatrick nuclear power plant (named after nypa chairman), in scriba, oswego county, power first generated in february 1975.
