after war, morgan resumed practicing of law in selma, alabama. according insider information, after death of james h. clanton in 1872, morgan allegedly succeeded him grand dragon of ku klux klan in alabama, other personal account, there no physical or historical evidence of this. once again presidential elector on democratic ticket in 1876 , elected democrat united states senate in year, being re-elected in 1882, 1888, 1894, 1900, , 1906, , serving march 4, 1877, until death. of tenure, served senator alongside fellow former confederate general, edmund w. pettus.


morgan advocated separating blacks , whites in u.s. encouraging migration of black people out of u.s. south. hochschild wrote, @ various times in long career morgan advocated sending them [negroes] hawaii, cuba, , philippines - which, perhaps because islands far away, claimed native home of negro.


morgan staunchly worked repeal of fifteenth amendment u.s. constitution intended prevent denial of voting rights based on race. chairman of committee on rules (forty-sixth congress), committee on foreign relations (fifty-third congress), committee on interoceanic canals (fifty-sixth , fifty-seventh congresses), , committee on public health , national quarantine (fifty-ninth congress).

in 1887-1907 morgan played leading role on powerful foreign relations committee. called canal linking atlantic , pacific oceans through nicaragua, enlarging merchant marine , navy, , acquiring hawaii, puerto rico, philippines, , cuba. expected latin american , asian markets become new export market alabama s cotton, coal, iron, , timber. canal make trade pacific more feasible, , enlarged military protect new trade. 1905, of dreams had become reality, of course canal going through panama instead of nicaragua.


in 1894, morgan chaired investigation, known morgan report hawaiian revolution concluded u.s. had remained neutral in matter. authored introduction morgan report based on findings of investigative committee.


he strong supporter of annexation of hawaii , visited hawaii in 1897 in support of annexation. believed history of u.s. indicated unnecessary hold plebiscite in hawaii condition annexation. appointed president william mckinley in july 1898 commission created newlands resolution establish government in territory of hawaii. strong advocate central american canal, morgan staunch supporter of cuban revolutionaries in 1890s.
